Ordinance Reminders

Outlined are areas of the City Code that generate a high level of interest by residents.

Curfew

Hopkins City Code Chapter 30, Article II, Section 30-26 was adopted from Hennepin County Ordinance 16 in 1995. Curfew regulations throughout Hennepin County and Hopkins are in effect seven days a week, year round. Persons under the age of 18 are prohibited from being in a public place or establishment during certain nighttime hours.

  • Under age 12: Home by 9 p.m.; extended to 10 p.m. on Friday / Saturday
  • Age 12 to 14: Home by 10 p.m.; extended to 11 p.m. on Friday / Saturday
  • Age 15 to 17: Home by 11 p.m.; extended to Midnight on Friday / Saturday

Dogs

Quantity Limits

Section 6-27 of the Hopkins City Code states that no person shall keep, harbor or maintain in any individual dwelling unit within or upon the property within the city more than four animals over the age of six months. This includes any combination of dogs, cats, ferrets, reptiles, birds, etc. but not more than three dogs and does not include fish. Animal shelters, veterinary hospitals, and humane societies are exempt from this prohibition.

Leashes & City Parks

As a pet owner you are required to keep your dog(s) under restraint at all times.

Hopkins City Code allows leashed dogs along the trails and open spaces in the city’s four largest parks: Valley, Burnes, Oakes, and Central. Dogs are not allowed to run at large. Dogs are not allowed in picnic areas, play areas, athletic fields, or other improved park areas.

Signs at trail ends list rules for dog owners (i.e. picking up after them, must be leashed at all times, areas where they are not allowed).

Barking

Barking dogs can be a problem. Hopkins City Code states "any dog which shall, by any noise, unreasonably disturb the peace and quiet of any person in the vicinity..." would be considered a nuisance dog. This includes dogs that bark or whine repeatedly over a five-minute period of time.

Lawn Watering

Hopkins City Code 710.40 (PDF) restricts lawn watering to conserve water resources.

No watering is allowed from 11 a.m. to 5 p.m.
Odd/even sprinkling is allowed at all other times.
Homes with even-numbered addresses may water their lawns before 11 a.m. or after 5 p.m. on even-numbered dates. Homes with odd-numbered addresses may water before 11 a.m. or after 5 p.m. on odd-numbered dates.

Noise

Loud, unpleasant, raucous, or prolonged noise is a public nuisance. Between 10 p.m. and 7 a.m., City Code Chapter 28, Article III prohibits gatherings of people from which noise emanates of sufficient volume that it disturbs the peace and quiet, and can easily be heard at a distance of 50 feet from any residential dwelling.
